Project Name: Preparation of Environmental and Social Impacts Assessment (ESIA) And Environmental and Social Management Plan (ESMP) for the Rehabilitation and Construction Of Infrastructural Facilities at Ashaiman and Aveyime Irrigation Schemes
This assignment focuses on conducting Environmental and Social Impact Assessments (ESIA) and developing Environmental and Social Management Plans (ESMP) to rehabilitate infrastructural facilities at the Ashaiman and Aveyime Irrigation Schemes. These irrigation schemes, located in the Greater Accra and Volta regions respectively, aim to increase agricultural productivity while mitigating any potential environmental and social impacts associated with the rehabilitation process.
The scope of services to be provided includes:
Initial Scoping: The project’s first phase will focus on confirming the boundaries of the project sites for the Ashaiman and Aveyime irrigation schemes. Comprehensive site surveys will be conducted to gather essential data, ensuring that all activities comply with the regulations of the Ghana Environmental Protection Agency (EPA). This phase will also involve identifying potential environmental and social impacts, with a particular focus on key areas such as water resources, soil conditions, and community health and safety. In addition, the project team will assess social issues that may arise from the project, including the possibility of displacement or loss of livelihood for affected communities. To ensure that the project is participatory and inclusive, the team will work closely with relevant stakeholders, including local government authorities, community representatives, and key ministries.
Baseline Studies and Data Collection: Following the scoping phase, detailed environmental and socio-economic baseline studies will be conducted at each project site. These studies will include assessments of air and water quality, soil conditions, and biodiversity to establish a comprehensive understanding of the existing environmental conditions. The project team will engage in stakeholder consultations to gather feedback from local communities, ensuring that the concerns of vulnerable groups such as women, youth, and persons with disabilities are carefully considered. As part of the data collection process, the team will also identify potential risks related to gender-based violence (GBV) and child labour. Mitigation measures will be incorporated into the Environmental and Social Management Plans (ESMPs) to address these risks effectively.
Stakeholder Consultation and Engagement: Active stakeholder engagement is a critical component of the project, ensuring that all voices are heard and incorporated into the decision-making process. The project team will facilitate consultations with a wide range of stakeholders, including local communities, government agencies, and Water Users Associations (WUAs). Through these consultations, feedback will be collected, and any concerns or suggestions raised by stakeholders will be documented in an Issue and Response Report. This report will serve as a foundation for continuous stakeholder engagement throughout the lifecycle of the project, ensuring that the process remains collaborative and transparent.
Detailed ESIA and ESMP Preparation: In the next phase, the project team will assess potential environmental and social risks related to the construction and operation of the irrigation schemes. Particular attention will be paid to issues such as water usage, the application of pesticides, and potential community health impacts. Based on these assessments, a detailed Environmental and Social Management Plan (ESMP) will be prepared, outlining specific mitigation measures to address identified risks. These plans will also include robust monitoring and evaluation mechanisms to track environmental and social performance. A comprehensive Grievance Mechanism (GM) will be developed to handle complaints from stakeholders, with a special focus on addressing cases of sexual exploitation, abuse, and harassment (SEA/SH).
