Preparation of Resettlement Action Plan

Project Name: Greater Accra Resilient and Integrated Development Project (GARID): Consulting Services for the Preparation of Resettlement Action Plan for the Construction of Sand Traps, Detention Ponds, Reconstruction of three (3) Bridges and Repairs of the Odaw Drainage Channel.

The project forms part of the World Bank funded initiative to the Government of Ghana which is implementing critical investments to deal with Climate Change impacts in the Odaw Catchment in the Greater Accra region by focusing on addressing drainage and solid waste management challenges.

In this project we are in a partnership which is assisting the Ministry of Works and Housing as well as the Greater Accra Resilient and Integrated Development (GARID) project, to prepare a Resettlement Action Plan (RAP) for the Construction of Sand Traps, Detention Ponds, Reconstruction of three (3) Bridges and Repairs of the Odaw Drainage Channel. The goal is to compliment the engineering design and construction efforts in by developing plans for the management of project affected persons, informal settlement upgrading and metropolitan planning in the Greater Accra Metropolitan Area.

The scope of the services include:

  • Conducting a census of all project-affected persons (PAPs)
  • Evaluating the potential impacts on landholdings, structures, livelihoods, and economic assets of local communities
  • Assessing PAP eligibility for impact mitigation measures and compensation.

Through these comprehensive efforts, the project established mechanisms for mitigating impacts, by providing clear entitlements for PAPs, and outlining institutional arrangements for RAP implementation. The plans also provided for specialized assistance for vulnerable households and a Grievance Redress Mechanism (GRM) to achieve an overall sustainable project implementation for the Greater Accra Metropolitan Area.
